Making a Case for Measuring Implementation Strength of Programs

Abstract
The healthcare market is broadly categorized into a supply side and a demand side. The demand side includes individuals and households receiving care and has been studied quite extensively with respect to their responses to price, quality, type, waiting time, and distance from a healthcare provider. The supply side pertains to all the providers and sources who deliver and distribute health care.
Considering that billions of dollars are spent on healthcare programs to strengthen the supply side, it is important that appropriate tools are used to monitor and evaluate these programs. This article describes logic model for program evaluation including measurement of implementation strength.
